2004 trunk gasket repair

I have a 2004 international and after a thorough cleaning this weekend I discovered the trunk gasket metal insert was nearly completely rusted. The metal insert is kind of like a continuous toothed retaining clip. Without is the gasket keeps falling off the perimeter of the trunk opening.

Has anybody else had this problem and if so did you find an inexpensive fix? I really don't want to use a mastic because I'm afraid if wont bond well. Thanks in advance!
