All trailers above 3,000 pounds must have brakes per the law in most (if not all) states. And to be legal, they must be used. So yes, you will need to get your tow vehicle set up with a proper brake controller.
A Jeep GC will be fine towing a 23 foot Airstream, especially in your part of the country. If you start to spend time in the Rockies or out east in some of the more mountainous areas, you might find that the GC comes up a bit short for uphill towing, but it should not be unsafe so long as you have your brake controller and a weight distributing/anti sway hitch.
