Hayes Sway Master

I have a Caravel 19cb with a Hayes Sway Master mounted on the tongue of the Airstream.

I have read mixed reviews on these units..in fact I don't think they even make them anymore? When I use this device it appears to be applying the trailer brakes on winding turns even at slow speeds. While that makes sense from a sway control perspective it seems like it will wear out my brakes pretty fast?

If I am going up an incline the last thing I need is the trailer brakes activating?

Does anyone have experience with this device? Am I interpreting this situation accurately?
