The best double-check is to verify your serial number -- it isn't unusual to find the title on a Vintage coach to reflect a different year than the actual Argosy/Airstream model year. There are also variations in the the way the length was reported -- sometimes the length was rounded up and sometimes down (again this can cause confusion in states where actual measurements may have been reported on the title -- my '64 Overlander was titled as 27' due to one of these situations when I purchased it in 1995). You can decipher your VIN as follows:
20D8V1111 -- can be interpreted as:
20 = Length as Advertised in Argosy Literature
D = Double Bed Arrangement ("T" would represent Twin Bed Arrangement)
8 = Represents Model Year of Coach -- in this case, 1978
V = Versailes, OH Assembly plant ("S" would represent Cerritos, CA Assembly)
1111 = Represents sequential production number.
Another possibility is that you might have an early "experimental" or "prototype" that may have been made a year prior to the introduction of the Argosy 28 -- since Argosy was the "experimental" division for Airstream it wouldn't necessarily be out of the realm of possibilities.
