Need help fixing Black Water valve

A few weeks ago we purchased a '99 Safari 25' from an individual and haven't taken it on our first camping trip yet. We just finished replacing the carpet which involved removing the toilet. While reinstalling the toilet and checking for water leaks, I ran 2-3 gallons of water into the black water tank. When I took the cap off the drain pipe, much, if not all, of the water came out. The valve was closed so I suspect it is defective in some manner. Anyway, the waste tanks and the fresh water tank have a cover which doesn't appear to give access to the valve without dropping the entire cover. Before I dive into this, I'd like to hear from those who have replaced a black water waste valve on a '99 Safari. Your help and advise will be much appreciated.

The shut off is next to the drain cap out side.

The blade valve seat might be clogged with paper, etc and not allowing the slide valve to close tightly. Using a snake with a brush attached "might" clean out the "stuff" . not fun when you've been camping for several days and need to empty and the valve hadn't held back the dam of black water tank contents. Been there, done that, got the shi77yshirt to prove it :-)

We bought a 27' with a leaky black water tank as well.
Someone had tightened the square flange fitting too tight and it cracked so the valve was not defective but the adjoining fitting was.
We dropped the tanks to find the problem and replaced all fittings and valves before we reinstalled.
Pretty easy job but it just stinks working in gravel and fire ants (Florida)

Be sure someone is there helping you the hardest part was holding up the tanks while reattaching them.

2 gallons is not a lot if the trailer is 'leaning' toward the 'curb' side. If trailer is 'level', port/starboard, bow/stern, two gallons will not add a lot of 'water pressure' or 'flow' to push out any 'blockage' which may have built up on the bottom of the valve...

Are you sure the 'actuator' is pulling open the slide valve? If it has become 'detached', it might be a simple matter of reconnecting the parts...

If sure the valve is 'closed' and not 'opening' with the actuator, you can put a cap on the outlet which has a 'garden hose' attachment point. You can 'push' water back into the tank... but not a lot....don't want to overflow the tank.

While filling the tank, try to 'operate' the black tank valve a few times... notice any difference in operation?

Reconnect the 'stinky slinky'... and try to dump.
