Thermo seal broke

Hi everyone!
New here. First time posting. Wanting to get an airstream I found one BUT.., about 2/3 of the windows are double pain ones and the thermo seal between them are sagging. Or I think that's what it is. Black in color. Can a new seal be put in or the window needs to be changed?
- can a regular window and door company cut Windows for a replacement??
