Water in pan under fresh water tank

I have a 2005 Safari. There is the classic white plastic fresh water drain valve between the wheels but there is also a radiator style drain valve in the pan that holds the fresh water tank. When I hook up to city water, and turn it on, water under pressure comes shooting out of that radiator fitting. The strange thing to me is that with the radiator valve closed and I turn on the city water, it will pressure up to city pressure and by pressing my ear to the inlet fitting of the hose, I can tell that water has ceased flowing into the trailer. Then, with the city water turned off, when I open the radiator valve, the couple of cups shoot out until the pressure bleeds off and the pan is empty. It seems that only about a couple of cups of water will enter the pan. If I leave the city water on and the valve open, it will just shoot out city water under pressure forever. This cannot be right. How is fresh water getting into the pan in the first place, much less under city pressure? All of this while the fresh water tank is empty and the plastic valve is open.

This does not strike me as a check valve issue and I have tried the ideas from this forum to unstick a check valve with no change in how the pan appears connected to city pressure. Any ideas, Airstreamers? I figure I am going to have to drop the pan and the tank to fix the problem.

Sounds like a low point drain valve (separate from the fresh water tank valve) for the fresh water lines for winterizing. Others more knowledgable will prolly confirm or reject my hypothesis.

Exactly! The "radiator" drain thingy is the low point drain. It is connected directly to the internal plumbing and will be under full pressure when hooked up to city water. It is usually opened only when winterizing.

The radiator valve thingy is counter intuitive...

When our trailer was remodeled, the guy put in 2 drains at the back of the coach. I figured these were all of them and that the radiator valve was for if you got condensate or overflowed the fresh water into the pan or something.

Your info helps a lot in troubleshooting another issue which was water dripping from the rear of the coach on our last trip. Thank you guys very much.
