No Hot Water Pressure

As briefly as possible, just acquired a 2012 23d, enroute back to TX. Unit had been winterized, so reversed the process to use the fresh water system. Flushed it, and find that most of what I am getting from the hot water side is a lot of air/water mix, like there was an aerator on each faucet, and hardly any pressure; pressure ok on all cold faucets, toilet flushes fine. Hooked to shore water. Reversed the bypass on the heater, can't figure this out. Never had a similar problem on our 19'. Thoughts?

It sounds like the water heater hasn't filled yet. Is the plug in the tank?.
