Intermittent leak below toilet pedal

Curious to see if anyone has any experience with an unusual leak! I noticed water at the base of our toilet on occasion and finally narrowed it down on our last outing. There is something that looks like a black inverted cap at the bottom of the flush pedal linkage. Occasionally, there will be a steady drip from the underside of this cap. I can flush it and it will usually stop. As mentioned, this doesn't happen every time, but when it does it can soak the floor! It doesn't seem to matter whether I am on city water or using the inboard tank and pump; it has happened both ways. I now know to check after flushing to make sure it is not dripping, but would love some advice moving forward. Hopefully it is a relatively simple fix, but I need to know where to start! Thanks in advance!

flush valve?....I have had to replace mine... Twice
