It's a Term of Art used to describe Space Aliens being chased by the Men In Black.

In some old shows, we had a guy on, who we referred to as our Bounder Buddy.. as he has an old Bounder Motorhome that was always breaking down... we tried to convert him, with no luck....

They still make Bounders... Haven't seen one in my travels that I can remember. I only hang with rock stars in Prevosts.
