By regular and repetitive personal experience, I know that any Navy Petty officer carrying a clipboard with papers on it, and leading a minimum 4 man working party can go anywhere and do anything without being questioned by any witnesses. All you have to to is be bold and purposeful.

In my first week of a new job at a major manufacturing plant I was walking around in the plant with a clip board and hard hat on my head. I went to many areas, places I shouldn't be in. Not only did no one question me, when I asked for directions I got them....with a "sir".
