I suppose it's possible that the person stamping the tag had the "6" upside down and stamped it as a "9" - it's definately a Bambi, not a GlobeTrotter.
As far as CA vs OH, the VIN # indicates OH and the MHMA tag confirms it - those weren't required on CA trailers.
