2012 airstream interstate thermostat fuse

It calls for a 20 amp fuse for circuit 5 (ceiling vents, thermostat and EMS disc.). The fuse is blown. I replaced the 20 amp fuse with a new 20 amp fuse and it tripped right away. I also tried a 25 amp fuse and a 30 amp fuse and each fuse blows immediately. Does anyone know why this could be happening?
