The Prime Meridian has been established at the Royal Observatory in Greenwich, which is just east of London. Back when nautical navigation first became standardized, the Royal Observatory was the sole source of time "truth" so outgoing ships could synch their clocks used for navigation. But that was then.
Today, Greenwich Mean Time (GMT) is the basis against which all other time zones are referenced. Since computer systems are global in nature, they use GMT as their operating time basis. Hence, default time for computer systems appears to be London time.
As to your question...even though I have my timezone correctly set up in my profile, occasionally I notice that timestamps have reverted back to London time. Eventually this corrects itself. I don't know if this is a problem with the Forums, with my computer, with my browser, or just a random bug somewhere.
