Changing Classified Ad Categories

I need to change categories for an ad I have posted but the edit ad page doesn't give me that option. How can I change categories?

Classified ads are free but if you want to have your ad stay at the top of the listings and be featured in the slideshow, you can opt to purchase that extra traction.

Here's my question: Exactly WHAT are those "partners sites"? I can't seem to find that anywhere. Is there a list? Thanks in advance!
