Wheel well cover Cover.

I am in the process of rehabbing a 61 Safari and the street side wheel well has a rectangular fiberglass cover over the half moon metal wheel cover. This appears to be original as the area behind it is unpainted. The street side has only the half moon well cover. Why?? This additional cover takes up alot of cabinet space but there must be a reason for it. Any thoughts?
