Got the entrance step to drop down and fold open. Only took half a can of PB Blaster and a crow bar to do. 
Turns out that between the surface rust on the frame and the corrosion / grit in the step pivots the whole thing just needed to be flushed out and worked. It's going to need more TLC 
before it works well.
