Black water indicator gauge not working?

We just bought a 2004 25' Safari ss and the balck water gauge shows eather empty or full with out much in between.

When I empty it it shows empty and after a couple of flushs it shows it is full...

I am not sure what size we are going to end up getting. I think that once we get inside and look at them they will look a lot different and bigger then they look in the catalogs or on the web site....
