Bracket mount for door closer on 2005 Land Yacht

Rivets have pulled out of door bracket, can I get inside the door to reinforce mounting surface? Any suggestions?

Best advice I have is: use the same gear going down as climbing, stay below 45 mph on 7&8 grades breaking back to 35. Break hard to reduce speed and get off break. SLOW!

Mine runs best on the open road at about 64 mph, pulling normal hills without much down shifting. I typically get about 8 mpg. On that western trip it dropped to about 7 mpg over all.
