Alternator Overcharging?

I have a 1982 diesel Airstream motorhome.

The volt gauge was showing high numbers like 18 volts. So i hooked up a voltmeter directly to the batteries and it seems that the guage is off by 2 volts....

Tachometer is quirky

My tachometer needle is bouncing up and down. It goes from 1 to 9 every second. It used to stay consistent. What does that mean?

Should I check anything?

The spring was fine. All I had to do was rewind it. I don't know why the PO didnt have it wound. Maybe I will find out! But as of yet the awning works great.

What we did was to trace all the regulator and alternator wires out and fixed any previous-owner wiring snafus. We found color coding changes hiding under electrician's tape and such....
