Water in my window?

One of my open-able windows has about a 1/4 inch of water in it. I can't find where it could have gotten in...no obvious entry point. And each window has what appears to be four small holes at the bottom which I assumed are drain holes. If they are, they are not working. How do I get this water out of my window? Thanks...

Drain holes being clogged - unfold paperclip, push up drain hole, unclog - water runs out! Better question - how did water get in - hard to clean in there. Need to seal around glass on outside.

Can't see where hole through window frame releases water in between glass panes? Not water in sill, water in between the glass pieces. I tried the paper clip and all it did was go through the frame. picture attached...

After a bit of further investigation... I can't force a paper clip up through the gasket that is below the window and even if I could the hole would be so small it wouldn't likely let water out...it would have to be forced out. After looking around the web some more my only solution is to either live with it or do a window swap or remove the inner window and reseal...not swapping or removing windows...so this is the end of this story...

We have this same problem with two of our un-openable windows. I'll try the paper clip tonight. Both windows had a thin white line of some caulk or sealant that was on the outside of the glass - any idea what we can use to reapply that?

Since it's an openable window, how far can you open it? Far enough to let the water run to the top of the pane? If so, the water might drain out with the window open through the same hole it got in.
