I'm not sure what the phrase means, although I assume it means making your lot, driveway, or front of home available for others to park their trailers for short periods. For me, there's really no choice as my driveway cannot accomodate another trailer, my lot is the size of a postage stamp, and in front of my home isn't much of an option either. I also wonder how much anyone would use that option as rv parks are common and must be more comfortable than staying at a stranger's house.
I live in the Heights and was worried about the trailer, but there was not much I could do. I taped heavy plastic over the windows, which are prone to leak anyway and put a broom handle through the door so that if the lock sprung, the door would not open. My driveway is on the west side of the house. After the storm I realized that the winds that did the most damage came out of the west, so my trailer was sheltered by the house which is only about 8 feet away. I'm still trying to get the tape residue off of one side but feel very lucky both for the trailer coming through the storm undamaged and then having it to stay in at night. I have a generator that would run the air conditioner, so even though I thought life was tough, any inconveniences were pretty small in comparison to what others had.
I lived in my airstream for 2 weeks following Ike as well. It turned out that keeping a trailer in my driveway was a very convenient thing to do. A couple of neighbors up the street moved into their 31' model.
