Patch in shell?

Take a close look at the lower portion of the rear shell. There appears to be a riveted patch at the bottom about 6" high x 30" long. The street side has the same. Any idea why it is there? Water heater is electric so no venting through the shell.

Might have been an access port cut to repair frame separation. Or, could have been a patch to repair a dent, and they did it to both sides to make it match?
