American Bureau of Shipping Guide for Crew Accommodations on Ships calls for these dimensions on bunks:
Top of bottom bunk at least 12 inches off the deck (floor for your trailer);
Distance between top of the bunk and any overhead obstruction, minimum 24 inches, optimum 32 inches.
So, if your trailer allows for it, the top of the mattress on the bottom bunk 12 inches off the floor. The distance between the top of the bottom mattress and the bottom of the top bunk 24-32 inches, and the distance between the top of the top bunk and the ceiling also 24-32 inches. Within those limits, try to make the clear space over each bunk the same.
If you're curious, ABS also gives bunk dimensions as 78×31½ inches minimum, and 80×38 inches optimum. You may not be able to meet those dimensions, but you should probably get as close as you can manage.
