Rear bumper cover

My 2012 30' international serenity rear bumper cover came off so i am in the pricess of rehab and replace. It was installed with mounting tape. Is that the correct way?

The cover has (2) 90° bends running the length of the piece that form either a cap or cup depending on which side is up.

When oriented like a cup, it sits perfectly between the chrome bumper and the support ledge on the trailer. But, mine was installed like a cap, leaving a 3/8" gap between the cover and side of the storage compartment.

As a cap, there is more height to the compartment but water can easily get in. As a cup, less water, and less height, but seems to fit more appropriately over the compartment.

Can anyone tell me if the cover should sit like a cap or cup over the compartment?

Does this make any sense at all?

Bumper cover

I recently installed a bumper on my 22’ Sport. The cover is installed like a cap. Water could seep in, however I only store extra sewer hose length, hose fittings and gloves in it
