Localized Peeling of Clear Coat

I have a Serenity 27fb in relatively new condition and have recently noticed that there are 2 quarter-sized areas that are peeling on 2 seperate panels? They seem to be in 2 random spots.

1) Is it normal that the clear coat should start peeling in a localized area? The surrounding areas appear to be perfect. Perhaps from Hail strike?
2) Is it common to see this happening on such a (relatively) new trailer?
3) Is there a way to spot patch these 2 spots to prevent it from spreading?
4) What are you using to coat other scratches?

I have searched the forums and the suggestions are to remove the clear coat, and polish, but this suggestion seems to be for older trailers where the coating in failing across large areas. I don't think this trailer is ready to have the coating stripped yet.
