They were really 39' long, to be able to fit on a 40' flatcar. They would be loaded on, run in a work train to the area they were needed, then either unloaded and towed to a camp near the work area, or left on the flatcar for the duration. That is why there are only two axles.
Also, most of these were offices, not bunkhouses.
