Consider that the "is it legal?" thing likely involves many laws. A lawyer would have to be involved to really answer the question in any state or province. It also is just the start. Does your insurance cover people in the trailer? Does the other guy's insurance cover people in the trailer? How about product liability coverage? It just gets more complicated the deeper you dig.
