Outside rear storage drawer

I have a 1999 31W with an outside storage drawer at the rear. It fills up with water and road dirt.
Does anyone know how to first remove it, so I can clean it, and second seal it somehow to avoid road debris getting in there. The hoses I stored there are now gray.
