removing electric jack

I am trying to remove an electric jack from a 1974 Sovereign.The three bolts in the top came out easy enough, but when I raised the whole unit up there is a shackle around the bottom that sits in a frame support. The shackle is bigger than the hole in the frame and needs to be removed. I tried turning it but I don't even know if it's threaded. I tried pushing down it with force and tapped it with the hammer to no avail........CAN ANYONE TELL ME THE SECRET OF REMOVING THE ELECTRIC JACK?
