I've heard it used both ways but i researched and you will see most of the folks "in the business" refer to the lower numerical axles as tall. For all intents it takes fewer revolutions of the drive shaft to travel the same distance as vehicles with the higher axle ratios. How the term "tall" came about might tie to distance from the example I noted in a previous sentence.
