Insulation hanging out of wheel well

I just noticed that there is insulation hanging out of the front of one our wheel well. Is this potentially allowing water to get back into the belly pan when driving in the rain? Should I trim this off and caulk the seam?

Any thoughts on this would be appreciated. I'm not exactly sure of of where this insulation layer is in regards to floor and frame and if this is a potential water issue or just cosmetic.

I would trim it and caulk it....in any case, it is a gateway for water to get beyond the wheelwell....whether that means into the belly pan (where it will eventually drain to the lowest point and seep out) or wicking into your subfloor.

The factory goofed on that one. They just did not trim the excess off and like the others have said it needs to be caulked.
