More bumper questions???

Is there supposed to be a bottom in the bumper trunk? All that is in the one I have is the sheet metal along the bottom of the unit. Pretty flimsy. I would be interested in seeing how the bottom fits and if there is supposed to be a latch to keep it closed. How about some kind of hinge to keep it open?
Please help if you can.
