Bumper Storage - Any Thoughts

I've been working on the trunk area of our 71 and decided to tackle some items that needed corrected in the bumper area also.

Originally the plan was to clean the area - paint the frame that can be reached -change out the ground bracket and change the bolts for the tank support to stainless (the tank support was changed out in the early 90's by Airstream to a heavy aluminum angle - but they used plain steel bolts to support it). Like every project this has turned into much more.

As much as I like my Airstream - this design of allowing water to pour into the bumper area.... well.... it sucks.

Has anyone had any success in cutting off the water flowing into the area? I'm open to any ideas, conjecture, theories and even WAG's on how this can be done. I'm determined to find some way to eliminate at least the vast majority of the water getting in there. Thanks....
