Newbie Belly Pan Question

I'm fixing up my 63 Bambi, and I feel like i probably should replace some of the belly pan, or at least remove it, for convenience when cleaning up the frame. I looked at this site for ideas on belly pan replacement:
1956 Flying Cloud - Belly Skin
however, i'm still not totally clear. Is one supposed to basically, cut out a big hole out of your belly pan, leaving some remaining around the edges to fasten the new sheet to? If so, what are you supposed to cut with? Forgive me for asking what are probably dumb questions, but i really just need a basic tutorial.

Bell Pan and outrigger repalcement

I'm in the process of removing mine to facilitate repairs. I first removed the belt line moulding, then the bannana wraps and then the sections of pan. I drilled the rivets out as I removed each section. When I replace the main pan, I'm going to reinstall install in sections.

Unfortunately, the pratice of lapping the belly pan up and over the exterior couldn't possibly be a worse way to assemble the body of a trailer. If I can't lap the other way when I reassemble, I'm going to use Trempro 636 sealant in a very thorough fashion.

As you can see, the damage from the original method of assembly is serious.
