Removing Clearcoat on Top of Decal

My '98 has the old sprayed-on clearcoat, that Airstream applied over the decals on the body side and propane tank cover. The clearcoat that is on top of the decal is getting chalky and peeling. I would like to remove just the clearcoat that is on top of the decal. Any suggestions for a method to strip off the clearcoat without damaging the underlying vinyl decal?
