The clearcoat process changed from Airstream applying it in the factory to Alcoa applying it to the aluminium panels prior to assembly in 1999. If it is peeling it is time to have it fixed by stripping it of all or just the affected part of the trailer. Walburnize is not a repair but a protective coating like wax on a car. There are several posts on clearcoat in the exterior restoration forum.
