Sounds like the "rub rail" is loose.
It's riveted in place at the factory.
Remove the insert from that metal molding and you should find sheared rivets.
Reinstall the rivets, and then reinstall the vinyl insert.
Then check the running gear balancing. That is more than likely the cause of the rivets shearing, which is vibration.
You can add "Centramatic" balancers to remedy that issue.
