Can someone tell me if a 2" receiver is large enough?

Whilst I have not got my tape measure on it yet, it looks like about 2" by wrapping my fingers around it.
I am also concerned because there seems to be rust and scale in it...

The receiver should always be matched to the intended load, otherwise the result will be a bone rattling ride.
As far as the rust and scale, once you get it cleaned, and you continue to use it, you should have no problem. Just store it out of the weather when not in use.
