wheel size

Last owner owner put 7.50-R-16 LT tires on this trailer I thought they were supposed to have 15" tires.

I'm seeing different axle systems listed in the forums, whether to lift or not. Who should I contact to get best guidance on Axles, rims and tires as well as whether to lift or not?
