Reese weight dist. hitch instructions...?

I picked up a complete weight dist. hitch set up at a rummage sale earlier this year...but didnt get any instructions with it...Help me...LOL..
Assembly isnt an issue, what I need to know, is how/when do I attach the chains to the attachements on the trailer..? Is it a matter of lowering the jack to a certain point then attaching them? or do I lower it all the way, and tension the bars/chains by some other means?? Am I being concise or do i need toget some pics?? :-) Thanks all!
