An exquisitely bad idea, AKA the hitch of death or the sway-enhanced hitch
You have to give them points for creativity, I guess.
Hitch for Trailer better than equalizer
The problem is that the wheel casters, and by taking the load off the rear axle of the TV, will allow the rear wheels of the TV to slide more readily.

I'm sure there is a very good reason it is for sale on craigslist.

This seems to do little more than supplement the rear suspension of the tow vehicle, which can be done in better ways. Perhaps useful for short, temporary hauling.
But let the inventors work. Weight distribution bars, although effective and the best we have so far, appear to exert destructive pressures on trailers and t.v. as they move over roughness or dips in road surfaces.

Not so, unless the torsion bars are excessive rated and the tow vehicle has springs that are used on tanks.

Anyone remember the Watson Dolly? It was a 2 wheel device with a built in spring that attached to the A frame to carry the tongue weight so you could tow with a lighter vehicle. They were advertised in the early 70's.. Had one at one time, and got charged for an extra axle on a toll road.

And just remember that when you are motoring happily along at 60 mph that little tire is doing about 90 mph. Imagine how happy it is.

Dolly
In 1952 half way along Rte 66 during our family 'migration' to Calif. from Mich dad had to buy a dolly. Our '48 Nash auto was taking a beating from the 26' Pan American loaded with all we could take as we were going to settle in Calif. What we bought was a dolly that matches RickDavis's discription. Rte 66 was no high speed freeway at any point during the journey. The only freeway we experienced was the one in LA. I doubt dad ever exceeded 50 mph because the 'Rte' was mostly narrow, winding and 2 lanes all the way. The dolly is barely visible in the photo of me doing my hitch duty.
