I use "gearing down" a lot; second slows me and first, below 40 mph, works really well.

When in second gear my Expedition stays there; it does not gear down when coming to a full stop....like at a stop sign....and then it starts in second....reminds my of Chevrolet's Powerglide

Is this normal for that transmission?

Yes, Ford has had that feature for many, many years. If you are in a slick spot you can put the vehicle in S and it will start off in second gear reducing slippage of the rear wheels. It is like the manual trannys where you would start off in second in slippery conditions.
