GVWR on my Merc Mountianeer

This info is from the door panel of a 2002 Mercury Mountaineer. Front GAWR 2800#. Rear GAWR 3325#. Total front and rear GAWR is 6125#. If the axles are rated for 6125# why is the GVWR only 5860#?

I assume the engineers are rating the brakes, frame and steering for a max of 5860, but that load can be distributed between the two axles within quite a wide range. For example, if the front is 2800, the max rear is 3060. Nick.
