Oregon Permanently Parked 30 Safari

I have a really good flat site next to my house with water sewer, gas, room for a large propane tank. I want to put it up on blocks, remove the tires, build a deck
about 20 feet square and use it as a guest place. I want to insulate the bottom and put skirting all around, making it good for year round living. I am looking for some advice on this plan.

Insect and rodents are the problem after water. Plan to be able to inspect every inch of exterior now and in future. At least annually.

In the eyes of the law, when you remove the tires, and put the AS on blocks, it will not longer be a "motor vehicle," but will instead become an "accessory structure" to your house, and thus subject to your local zoning and building codes.

In other words, you will be opening up a can of worms.

You could also run your ideas by your attorney and other experts incl. builders and architects. If you are within the City of Portland proper, this project will be difficult to do under the radar, unless the site is very private and remote. Way out in the country you might have an easier time.

my input - based on experience and in support of OTRA's post above, best to check with the town or county first to be sure you can have what may in their eyes amount to a guest house or auxiliary building. Variances are hairy balls also and many towns define a hardship for a variance as "not self caused" meaning improper placement of a building is not justification for a variance for set-back code. At minimum there could be a building permit and inspection or two involved and at most you may have to navigate the maze of town building code to get it approved. I've seen others do something similar and make it real nice and then get fined and ultimately have to move it because it was not allowed by local code. The good news is the ability to place and modify the trailer is completely doable and may end up being the easy part ...

I have a living-in FC 25 'permanently' linked to water and power (not sewer) from a nearby owned building. Two months so far. I think I am on the 'edge' of residence codes, but feel certain should I remove the wheels, the relaxed code relative to RVs would be violated. I would have to move the trailer every 6 months to continue to qualify as an RV. I have another RV (lived in before) and have found it safe for a decade from rodents and ants applying ample poisons annually.
