New shock mts. on frame

Local trailer Co. ordered and installed 3500lb. Dexter axles, 22.5 down with shock brackets mounted for my 74, 27ft Overlander. Jackson Center gave Trailer Co. local dealer to call and part #. I assume correct ones were sent. They are black in color. Trailer Co. installed new shock mts. on trailer frame to accommodate new angle. Old mts. were not removed. A little strange ??. Pulled it 35 miles home. Seems ok. Any Ideas.

Instructions that come with axles say you might have to relocate frame shock mounts. Maximum distance from full axle down is about 14.5". I recently replaced the axle on my 1967 Caravel and shock mount spacing was 14" so I did not have to relocate the frame mount.
