Tarnish, haze oh my

Hello all

I am currently working on a 64' globetrotter I have scrapped the inside fully down from major coats of paint and zylotone:/ not a fun process but now on to the next phase.
We have a bit of a disagreement here with me and my business partner on the interior aluminum. Yes there is tarnish haze and oxidation. Our friend loaned us a buffer and rubbing compound, it sure shined it up and cleaned a bit of that oxidation but now it's just a dark blemish. Keep in mind we are NOT doing a mirror finish the idea was to clean it and do a brushed aluminum look to dull down the vibe as this is going to be a boutique and I'd like to salvage as much aluminum as possible. I called around to a local metal shop who deals with this often and he said your working against yourself if your polishing or buffing just go straight to sanding if you want that look.
Well I did and the spots are still there.
Did I mess up this phase of my project? Can I just go over the spots with suggested method then do a re sand? Is it just going to stay that way and I need a new panal?
