Shower fitting leak

Can anyone tell me why there is a leak at the bottom of this gray plastic fitting? Is this a check valve that is suppose to leak?

Mine also "leaks"; I thought it is/was a drain-back to empty the hose.

Woodssd, I have a worse problem with the "drain back" or whatever......mine is not sealed against the wall as is yours. I think it drains into the wall.
