1966 Toilet plumbing. How to?

I am restoring a 1966 Sovereign Airstream I just bought. The original toilet system was disconnected and I want to put it back together. Of the main 1/2" copper water pipe, comes a 1/4" copper pipe that connects to the flushing system in the toilet (a Thetford with a metal base). Of this 1/4" pipe, before it reaches the toilet, there is another 1/4" pipe that goes up to a vacuum breaker (Sloan V-360-A). The vacuum breaker has an exit pipe that has been cut. Where should this exit pipe be going to? Is this vacuum breaker for the toilet or for a possible hand flush spray (which is no longer there)? Can I operate the toilet without this vacuum breaker and without the hand sprayer? Any suggestion on how to put the toilet back in function would be greatly appreciated.

This is a picture of our rear bath '66 TW just before I pulled it to replace the black tank. The toilet has been replaced. The plumbing is in place for a vacuum breaker and sprayer which isn't present in ours either. I turned off the valve to the VB and non existant sprayer. I found that they really aren't necessary for us. The shower hand sprayer does the same chore.
