Camp ground owners may be forced to make a blanket rule in the interest of "fairness" but can allow exceptions if they wish to.

One interesting one was a bed and breakfast that had a "No Dogs" policy but allowed a friend of mine to bring his Labrador Retriever (!)

The proprietor explained "big dogs accompanying ladies and gentlemen cause no trouble, it is the little yappy ones that annoy the guests".
